Scaffolding is one of the highest-risk activities in NZ construction. Here are the legal requirements for erection, inspection, and certification.
Scaffolding over 5 metres requires a Licensed Building Practitioner with a scaffolding licence class to erect and dismantle it, plus a Record of Work. Under 5 metres: no LBP required by Building Act, but HSWA still requires a competent person.
Inspect before first use, after any alteration, after any event that could have affected stability, and at regular intervals (WorkSafe recommends at least weekly). Carried out by a competent person and documented. Defects: tag out of service until repaired.
Never overload โ a leading cause of collapse. Design load must be displayed on the scaffolding. Engineer's design required for complex scaffolding.
Establish and enforce an exclusion zone beneath and around scaffolding. Toeboards and netting help contain falling tools and materials.
Green tag = inspected and safe to use. Red tag = must not be used. Workers must check the tag before using scaffolding.
