The Tenancy Tribunal — how it works in New Zealand

Either landlord or tenant can apply. It's accessible, relatively quick, and you don't need a lawyer. Here's how it works.

What it can hear

Unpaid rent, property damage, bond disputes, unlawful entry, repairs, Healthy Homes non-compliance, termination notice validity, harassment, retaliatory termination, and exemplary damages. Claims up to $100,000.

How to apply

Online at tenancy.govt.nz — $20.44 fee

You'll need: both parties' details, the property address, description of your claim, and supporting evidence (photos, emails, receipts). The fee is usually awarded to the successful party.

The process

Mediation first — most cases settle here

After applying, Tenancy Services schedules a mediation session. If mediation fails, the case proceeds to a hearing before an adjudicator who makes a binding decision. No lawyer required at either stage.

What orders it can make

  • Payment of money — rent arrears, bond, compensation
  • Order repairs or work to be done
  • Terminate or reinstate a tenancy
  • Declare a termination notice void
  • Exemplary damages up to $6,500 per breach
  • Rent reduction during non-compliance
  • Work orders for Healthy Homes Standards

Enforcing an order

A Tribunal order has the same force as a court judgment and can be enforced through the District Court — including garnishing wages or seizing assets.

No. The Tribunal is designed for self-representation. Most parties represent themselves.
